What is the punishment for a strange man hitting a woman in the street and verbally abusing her with obscene language?

Abusing a Muslim is فسوق (transgression/disobedience). Hitting a Muslim or a non-Muslim without just cause is Haram (definition) (forbidden), especially hitting a woman, who is weak and unable to fend off aggression. The sin is even greater if the hitting is done by a man, as extending aggression towards the weak is a grave matter. The perpetrator deserves Ta'zir (a discretionary punishment) from the ولي الأمر (ruler/guardian) and a penalty commensurate with his injustice. The punishment for transgression and injustice is often hastened in this world, in addition to the torment of the Hereafter for those who do not repent.
