What is the ruling on donating to charitable projects in Muslim countries online using an uncovered Visa card, knowing that the Visa company deducts 2.5% of the amount as collection fees?

It is permissible to collect donations online and allow the donor to pay with a Visa card, provided that the entity collecting the donations bears the commission of the Visa company, as it is a fee for collecting the money. It is not permissible for the donor to bear the commission, especially if the card is not covered, because this falls under the category of a loan that brings benefit, which is usury (riba). The Islamic Fiqh Academy has issued a fatwa (definition) permitting banks to take a commission from merchants for customer purchases. Also, cash withdrawal from the card is permissible if it does not involve a usurious increase; however, an increase on actual services is usury. There is no harm in accepting a donation from a person who deals with a usurious Visa card, because the money is owned by him and he bears the sin of usury.
