What is the ruling on the absence of kuttabs in some Arab countries, which enable children to study Islamic sciences and memorize the Quran, and who is responsible for this shortcoming?

A Muslim society should not be without circles for teaching children the Quran and matters of their religion. Cooperation in educating children is essential. The state should strive for this, and people of knowledge should convey their knowledge to those in need. The residents of each neighborhood should gather their children and encourage them to memorize the Quran and find a competent teacher for them. A person who has memorized even one juz' (part) of the Quran can teach others.
