Which of the three groups (those who fast by sighting the crescent in their town, those who fast with Saudi Arabia, or those who fast according to the announcement of the Muslim Students Association) is most deserving of being followed for fasting in the United States and Canada?

Scholars differ regarding the consideration of varying moonrise locations, and this is a permissible difference of opinion. Both parties have adduced evidence from the Qur’an and Sunnah (definition). The Council of the Commission has decided against considering astronomical calculations for establishing new moons in matters of Islamic law. The Permanent Committee holds the view that the Muslim Students' Union (or whoever represents the Muslim community) in non-Islamic countries acts in place of an Islamic government in establishing the crescent moon, and it has the right to choose one of the two opinions. Muslims must adhere to what it circulates to them in order to unify the word. Those living in those countries must sight the crescent moon, and if a trustworthy person sights it, they should fast. However, for the end of the month, there must be the testimony of two just witnesses regarding the sighting of the crescent of Shawwal, or the completion of thirty days of Ramadan (definition).
