Whoever buys something and does not pay its value has committed a forbidden act and consumed people's wealth unlawfully. He is not necessarily considered a thief in the sense that would mandate the hudud punishment. It is obligatory for whoever consumes another's wealth unlawfully to return it to its owner. If he does not do so, he will face punishment and disgrace on the Day of Judgment.

The money can be returned to its owner by any suitable method without revealing one's identity, such as giving it to a close friend of his. If the owner of the money is unknown or cannot be reached, the "thief" must give its value in charity on his behalf. If the owner of the money becomes known later, he is given the choice between affirming the charity or taking his money. If he chooses his money, it must be paid to him, and the charity will be for the penitent.
