All praise is due to Allah. If you are not firm in your intention to perform and are hesitant, then you are not required to enter into a state of from Madinah. If you decide to perform Umrah after arriving in Jeddah, then you should enter into ihram from there, based on the Prophet's (peace and blessings of Allah be upon him) saying: "And whoever is short of that (the miqats), then from where he originates." And whoever passes the while hesitant, and then forms the intention in Jeddah, should enter into ihram from there, and there is no blame upon him.
