A person from Madinah studies in Jeddah and wishes to perform Umrah one week after his arrival, but he suffers from obsessive-compulsive disorder and asks about the ruling on ihram, and whether he should enter into ihram from Jeddah or Madinah, especially since he cannot enter into ihram from Madinah because he will spend a full week at Jeddah University.

All praise is due to Allah. If you are not firm in your intention to perform Umrah (definition) and are hesitant, then you are not required to enter into a state of ihram (definition) from Madinah. If you decide to perform Umrah after arriving in Jeddah, then you should enter into ihram from there, based on the Prophet's (peace and blessings of Allah be upon him) saying: "And whoever is short of that (the miqats), then from where he originates." And whoever passes the miqat (definition) while hesitant, and then forms the intention in Jeddah, should enter into ihram from there, and there is no blame upon him.
