Is it valid to enter into a state of Ihram from a hotel in Yanbu for 'Umrah after completing work in Yanbu?

If you pass by the Miqat (definition) of Dhul Hulayfah on your way from Dammam to Yanbu, or pass beneath it, intending primarily to go to Yanbu and not firmly resolving to perform 'Umrah (definition) when you cross the Miqat, then there is no sin upon you and no fidyah (definition) (expiation), because sin and fidyah are only obligatory upon one who crosses the Miqat while having resolved to perform 'Umrah. And if you hesitated about the intention for 'Umrah when you crossed the Miqat, then later intended 'Umrah from Yanbu, your Miqat is Al-Juhfah. Your ihram (definition) from Yanbu is valid and there is no issue with it, even though it is better to perform ihram from the Miqat.
