Is it obligatory for a Muslim who has omitted one of the duties of Umrah to offer a sacrifice or fast at Al-Marwah and then shave, or is it permissible for him to shave first and then offer the sacrifice or fast upon his return to his country?
For , there are two obligations: assuming from the , and shaving or shortening the hair. Whoever fails to assume ihram from the Miqat and does not return to do so, a sacrifice (dam) becomes obligatory upon him, to be slaughtered within the area and distributed among its poor. There is no specific place for the slaughter, and its time begins from when the obligation was neglected. If he cannot afford the sacrifice, he should fast ten days, by analogy with the dam for Mut'ah Hajj. As for whoever neglects shaving or shortening the hair, he should perform it even if he is in his own country, and there is no sacrifice (dam) upon him. However, if he commits a prohibited act before shaving, then a ransom () is due upon him.
