Is it obligatory to make up or offer expiation for someone who performed a second 'Umrah in their regular clothes from the hotel without assuming ihram, and did not shave or shorten their hair after completing it, knowing that some of them got married after that?

First: Among the duties of 'Umrah is to assume ihram from the miqat. So, for someone in Makkah who wishes to perform 'Umrah, their miqat is Al-Hill (the area outside the Haram boundary), and they must go out to it to assume ihram. Whoever assumes ihram from within Makkah has neglected a duty and owes a sacrifice (dam).

Second: Whoever wears sewn clothing while in a state of ihram has committed a forbidden act, and must repent and offer a fidyah (sacrificial expiation): slaughtering a sheep, or feeding six needy persons, or fasting three days.

Third: Shaving or shortening the hair is a rite, and the pilgrim in ihram does not exit from the state of ihram for 'Umrah except by performing it. Whoever has not shaved or shortened their hair remains in their state of ihram, and must abstain from sewn clothing and then shave or shorten their hair.

Fourth: If someone did not shave or shorten their hair after their first 'Umrah, and then performed another 'Umrah and shaved or shortened their hair during it, they have achieved liberation from the first 'Umrah through this shaving or shortening. The second 'Umrah is nullified because they assumed ihram for it while still in the state of ihram for the first one.

Fifth: If someone contracted their marriage before shaving or shortening their hair after their first 'Umrah, and did not perform another 'Umrah thereafter, they contracted the marriage while in a state of ihram, so their contract is invalid, and they must renew the contract.

Each of you owes a sacrifice (dam) for neglecting to assume ihram from Al-Hill, and a fidyah of choice for performing 'Umrah in regular clothes.
