The answer

al-Qudum (circumambulation of arrival) is a for the Mufrid (performing Hajj alone) and the Qarin (combining Hajj and ) according to the majority of scholars. It is waived if the pilgrim intends to go to Arafah before performing the Tawaf. If the Mufrid and Qarin do not enter Mecca before the twelfth of Dhul-Hijjah, they only perform Tawaf al-Ifadah (circumambulation of outpouring), and that suffices them. As for the permissible acts after (Tahlul), the first Tahlul for the Mufrid and Qarin occurs by stoning Jamrat al-Aqabah and shaving or shortening the hair. With this, everything becomes permissible except for women. Women become permissible with the second Tahlul, which is achieved by Tawaf al-Ifadah and Sa'i (if they were delayed) after the first Tahlul.
