The answer

Hajj is immediately obligatory for whoever possesses provisions and a ride, or that by which he can obtain them, provided it is surplus to his essential needs and the expenses of his dependents. As for a deferred debt, it does not prevent the obligation of Hajj if the person is confident in his ability to repay it when due, and this is the preferred view. However, others are of the opinion that it does prevent the obligation of Hajj due to the preoccupation of one's financial responsibility with it.
