Is it permissible for a resident of Mecca or one who is staying in Mecca to assume the state of Ihram from Arafat?

It is sunnah (definition) for Makkans and residents of Makkah to enter into ihram (definition) for Hajj from Makkah. Their ihram from Arafat is valid, and no compensatory sacrifice (dam) is due from them, according to the more correct opinion, while others have held that a dam is obligatory. As for 'Umrah (definition), it is not valid to enter into ihram for it except from outside the Haram (definition) precincts (al-hill), and Arafat is within al-hill, so it is permissible to enter into ihram for 'Umrah from there.
