Is it permissible for a woman to travel for Hajj with her stepdaughter and her stepdaughter’s husband, who is considered a mahram to her? And is it permissible for a neighbor to travel for Hajj with her neighbor's son, who is not a mahram to her?
A condition for Hajj to be obligatory upon a woman is the presence of a (unmarriageable kin) to accompany her on her journey, based on the Prophet Muhammad’s (peace be upon him) saying: "A woman should not travel except with a dhī mahram (a close male relative whom she can never marry)." The most accurate view is that a mahram is necessary, whether for the obligatory Hajj or a supererogatory one.
Her husband is not a mahram to her, so it is not permissible for her to travel with him for Hajj.
It is not permissible for a woman to travel with her female neighbor, or her neighbor's son, or her paternal aunt, or her maternal aunt, or her mother, because they are not mahrams to her. If a woman does not find a male mahram, then Hajj is not obligatory upon her due to the absence of the condition of legal capability (istita'ah).
