It is permissible for a person to perform Hajj at someone else's expense, whether it is an obligatory (fard) Hajj or a supererogatory (nafl) Hajj. It is also permissible for him to earn money during Hajj, based on the Almighty's saying: "There is no blame upon you for seeking bounty from your Lord." Therefore, Hajj performed at the ruler's expense is permissible and valid.
