Is it permissible to perform Hajj with money designated for Hajj on behalf of someone else?

The proxy in Hajj on behalf of another can either be a proxy for the 'Balagh' (reaching the destination and performing the Hajj rites), in which case the money paid to him is for his expenses, and any surplus should be returned. Or, he can be hired to perform Hajj, in which case he owns the payment and can dispose of it as he wishes. He may also spend from it for his wife to perform Hajj.
