Is it permissible to perform Hajj on behalf of a woman who made a will to that effect, from the city of Jeddah, with the ihram starting from her home or from the Miqat of the people of Yemen? And must the pilgrim be from Yemen or from her city?

The pilgrim performing Hajj on behalf of another (na'ib) is not required to perform Hajj from the country of the person for whom he is performing it, nor to enter into ihram (definition) from their miqat (definition). Rather, he enters into ihram from his own miqat. It is permissible for the na'ib to perform Hajj from Jeddah on behalf of someone from Yemen, and he should enter into ihram from Jeddah. The Permanent Committee for Issuing Fatwas has stated the permissibility of appointing someone from Makkah or elsewhere to perform Hajj on behalf of a deceased woman or a woman who is unable due to old age or an incurable illness.
