Is it permissible to send zakat to a female relative and then help her with a portion of it in the Holy Land to perform the Hajj pilgrimage?

It is permissible to give zakat (definition) to a female relative whose maintenance is not obligatory upon you, and who does not have a wealthy husband to support her. This is better because it is both an act of charity (sadaqa) and maintaining family ties (sila). She is allowed to perform Hajj and Umrah (definition) with this money because it has become her rightful property through a permissible means.
