An interest-bearing loan is unanimously forbidden, whether it is for Hajj or for other purposes. As for a (a benevolent loan), which is without interest, it is permissible for Hajj or other purposes. One is not obligated to take out a loan for Hajj. If someone takes out a Qard and performs Hajj, their Hajj is valid and, Allah willing, rewarded.
