The answer

If the Hajj is obligatory, it is not permissible to postpone it for the purpose of marrying off one's brother, because that is not an obligation. However, if the Hajj is supererogatory, then marrying off one's brother is better, because its benefit extends to others, and it takes precedence over the limited benefit of Hajj. Scholars have explicitly stated the preference for actions whose benefit extends to others over those whose benefit is limited. Imam Ahmad was asked: Should one perform a supererogatory Hajj or maintain ties with his relatives? He replied: "If they are in need, maintaining ties with them is more beloved to me."
