Why is the Hadith of Urwah ibn Mudarris regarding Hajj not considered to divert the pillars of Hajj not mentioned therein, such as Sa'i and Tawaf al-Ifadah, to the category of Sunnah, especially given the Prophet's (peace and blessings be upon him) statement at the end of the Hadith: "His Hajj is complete," and taking into account the jurisprudential principle that states: "It is not permissible to delay clarification beyond the time of need"?

The hadith (definition) does not reclassify the Sa'y (ritual walk) and Tawaf (definition) al-Ifadah (circumambulation of return) as sunnah (definition) (recommended) acts. This is due to the consensus of scholars who have unanimously affirmed the pillar status of Tawaf al-Ifadah, based on Allah's saying: "And let them circumambulate the Ancient House," and on the Prophet's (peace be upon him) statement concerning Safiyah: "Is she detaining us...?" — his assumption being that she had not performed Tawaf al-Ifadah. Furthermore, Ibn Khuzaymah and others narrated: "Perform the Sa'y, for Allah has ordained it upon you." The Prophet's saying: "His Hajj is complete" and "Hajj is Arafat" indicates that Hajj is only missed by missing Arafat.
