The answer

If the fear is pathological and imagined, it is from the stratagems of Satan, and it must be repelled by seeking refuge with Allah from Satan, frequently remembering Allah, maintaining the prescribed adhkar (remembrances), and performing (exorcism) on oneself with the lawful ruqyah.

If the fear is real, stemming from harm that may befall veiled women, then one should be diligent in performing the adhkar and supplicating to Allah for well-being. Among the suitable supplications is: "O Allah, we place You against their throats, and we seek refuge in You from their evils."

It is advised not to go out except for a necessity, and with a if possible, and to avoid routes where one might be isolated.
