Is it obligatory to shave or shorten the hair after 'Umrah for men and women, and similarly for those performing Tamattu' Hajj (al-Mutamatti'un) among men and women after the Sa'y and Tawaf al-Ifadah?

Scholars differed regarding shaving (Halaq) and shortening (Taqseer) for exiting the state of Ihram (definition). The majority of scholars hold that it is a ritual. The majority of jurists consider it an obligation (wajib (definition)) among the obligations of Hajj, while the Shafi'is, within their school of thought, view it as a pillar (rukn). The fatwa (definition) adopted by us is that it is an obligation in Hajj and Umrah (definition), and whoever omits it must offer a sacrifice (dam). This is based on the saying of the Prophet, peace and blessings be upon him: "Take your rituals from me," and his supplication for those who shave and those who shorten. A woman is not commanded to shave but rather to shorten. The time for shaving and shortening varies depending on the type of Hajj ritual (Tamattu', Qiran (definition), Ifrad (definition)).
