What are the limits of speaking with foreign women and female relatives, such as a paternal or maternal cousin, concerning permissible matters, and what are the limits of looking at them?

It is permissible to speak with a non-mahram (definition) woman (ajnabiyyah) out of necessity, provided there is no fear of temptation (fitna) and no suspicion, and that there is no khalwa (definition) (private seclusion) or looking at her. The woman must also observe the hijab (definition) and not soften her speech. The paternal uncle's daughter or the maternal uncle's daughter is a non-mahram woman, and therefore, one must lower their gaze from her, in accordance with the verse: {Tell the believing men to lower their gaze and guard their private parts. That is purer for them. Indeed, Allah is Acquainted with what they do.} [An-Nur:30].
