What is the deserted place where driving is forbidden, and when is it too late to drive, and what is meant by the the safety that must be ensured?

We have previously clarified the permissibility of a woman driving a car, provided that Islamic guidelines are observed. Desolate places refer to empty areas where a woman is exposed to the danger of being alone with non-mahram (definition) men or corrupt individuals. As for late hours, they cannot be defined by a specific time; the consideration is the presence of security and the absence of fear. The prohibition in these cases comes as a preventative measure (sadd al-dhari'ah) and a means of protecting women, as the ruling revolves around its underlying reason, existing when it exists and ceasing when it ceases.
