And is it permissible for a religious merchant to sell these headscarves?

If the intended garment is a modest head covering, then the basic rule is that it is permissible to sell it, even if it is colored or patterned. However, if it is eye-catching, causes temptation, and it is known that women go out with it in front of non-mahram (definition) men, then it is not permissible to sell it to them in that instance.
