The questioner must repent from the sins that occurred between him and the woman and sever ties with her. The woman must also repent and sever ties. If her fiancé is righteous, she should not let him go. However, if she is not pleased with his religiosity or character, she has the right to dissolve the engagement. After dissolving the engagement, there is no objection to proposing to her, with the caveat that the fiancé is a non-mahram to his fiancée.
