Is it permissible to take a gallon of water and recite into it with the intention of healing from spiritual, physical, and psychological ailments, whether by blowing into it, or by reciting aloud, or by placing headphones connected to a device from which a sheikh is reciting, or by listening from a mobile phone while wiping the body?

There is no objection to reciting Surat Al-Fatihah, Al-Mu'awwidhat (Surat Al-Falaq and Surat An-Nas), and ruqyah (definition) شرعية (Islamic incantation) over water and blowing into it with the intention of healing from spiritual and physical ailments. Imam Ahmad ibn Hanbal and a number of the Salaf (early Muslims) did this, and a number of contemporary scholars have issued fatwas (religious edicts) permitting it. As for listening to the Qur'an via electronic media, it is permissible and some benefit may be obtained from it, but it does not substitute for blowing into the water, which has a special effect in ruqyah.
