What is the ruling of the Shari'ah concerning a man who claims to treat people with water that has been spit into, without reciting the Qur'an over it, and takes a fee for that, while the cases of healing are not verified?

A judgment cannot be made about a person without knowing the true nature of their condition and their method of treatment. Ruqyah (definition) is permissible with the Qur’an and legitimate supplications, but it is forbidden with anything whose meaning is not understood, for fear that it may contain polytheism. Scholars have differed on the manner of blowing or spitting into water for ruqyah; some disliked spitting but permitted blowing, while others recommended light spitting (nafth) and spitting (tafful) due to the strong effect of ruqyah.
