If the insurance is private for you at work, it is not permissible to deceive in order to obtain medical services for those of your family members who are not entitled to them, for the Prophet, peace and blessings be upon him, said: "Muslims are bound by their conditions." As for the medicine you legitimately obtained, there is no objection to giving it to whomever you wish.
