It is not permissible to purchase a car through usurious financing from commercial banks, and what was mentioned is not a necessity that permits usury. The need for a car can be circumvented by strengthening the child's immunity, keeping her warm, and storing medicine. Necessity is reaching the point of destruction or nearing it, and need does not permit what is forbidden. Usury is a major sin, and Allah has threatened those who deal in it with war.
