Is it permissible to purchase medicine from health insurance for the poor who do not have health insurance?

Health insurance is forbidden due to its inclusion of gharar (definition) (excessive uncertainty/risk) and ghabn (deception/unfair exploitation). One might pay many installments and never fall ill, or one might contract a severe illness after paying only the first installment. However, it is permissible if one is compelled to it by the laws of the land that impose a penalty on those who do not subscribe. In the case of compulsion, it is permissible to reclaim the amount of money paid without any increase. There is no objection to purchasing medicine for the poor from health insurance, as long as it does not exceed the amount that was paid under compulsion.
