The answer

A pilgrim in the state of is prohibited from using perfume (ṭīb), which refers to substances people intend to use for perfuming themselves, not all scents. Therefore, if paper tissues or liquids contain a wet fragrance that adheres to the hand, they are not permissible. However, if it is merely a dry scent, like that of apples, there is no harm. If a pilgrim in ihram is compelled to use perfume for medical treatment, it is permissible, but the (expiation) becomes obligatory: feeding six poor people, or fasting for three days, or sacrificing a sheep.
