What is the ruling on receiving a salary from the unemployment fund in exchange for seeking employment and agreeing to the conditions of the labor office, knowing that only those who voluntarily subscribe to it benefit from it, and the state contributes to its budget?

It is not permissible to deceive the fund to receive a salary from it for someone who is not a member, because its salaries and aid are not due to non-members. As for the ruling on subscribing to it: if it is cooperative, there is no objection. But if it is commercial and invests money in usury and the like, then it is not permissible, due to the presence of gharar (definition) (excessive uncertainty) and gambling therein.
