It is not permissible to sell lottery tickets because it is a form of gambling, which is forbidden in Islamic law. Allah Almighty has associated it with intoxicants, idolatrous altars, and divining arrows, and commanded its avoidance due to the enmity and hatred it engenders and how it distracts from the remembrance of Allah and prayer. Religious prohibitions, such as gambling, are forbidden at all times and in all places, and temporal changes do not abrogate them.
