Is it Islamically permissible to request a sum of money from parents to cover kindergarten expenses and insurance?

It is permissible to request payment of tuition fees because they are wages for a permissible act. As for requesting payment of insurance: if it is cooperative insurance based on solidarity and not intended for material profit, then it is permissible to request it if it is stipulated in the contract with the guardians; otherwise, it is not permissible to take it from them except with their consent. However, if it is commercial insurance, it is not permissible to request its payment, whether stipulated as a condition or not, due to its prohibition, as it is based on uncertainty (gharar (definition)) and gambling.
