Is it permissible to obtain health insurance for a sick cat whose owners cannot afford the costs of its treatment?

Commercial health insurance is permissible only out of necessity or dire need. Islamic law permits owning cats as long as no harm is feared from them, based on the Prophet's (peace be upon him) saying: "There should be neither harming nor reciprocating harm." However, excessive care for cats and spending large sums of money on them is a waste of money. If they cause harm, they must be gotten rid of. They can be sent to animal welfare organizations or released.
