What is the ruling on receiving money in exchange for participating in government oven insurance for bread without working in it?

You are not permitted to include your name among the bakery workers to benefit from government insurance when you do not work there. This is a forbidden act of deception and fraud. The Prophet, peace and blessings be upon him, said: "He who cheats us is not of us," and he also said: "Deceit and treachery lead to the Hellfire." You should not cooperate with your mother in sin, for Allah Almighty says: "And cooperate in righteousness and piety, but do not cooperate in sin and aggression."
