It is not permissible to work on developing a special program for dealing with usurious banks, especially if it facilitates usurious loans, because Allah says: "And do not cooperate in sin and aggression." And the Prophet, peace and blessings be upon him, cursed the one who consumes Riba (usury), the one who feeds it, its scribe, and its two witnesses. However, if the program is not specific to usurious banks and can be used with Islamic banks and others, then there is no harm in developing it, and the sin of prohibited use falls on its user.
