Is it permissible to pay with a credit card and repay the amount in installments to the bank when there isn't enough money to settle the debt, and the debtor is in dire need of the amount, and is this considered one of the necessities?

It is impermissible to withdraw cash from a credit card if usurious interest accrues from it, due to Allah's saying: "And if there is one in [financial] difficulty, then [give him] time until affordability."
