What is the opinion of Islamic Sharia regarding socialist laws, such as the agrarian reform law, by virtue of which the state seizes citizens' lands without compensation?

It is not permissible for the state to expropriate an individual's property unless there is a legitimate, recognized interest, and in such a case, the owner must be compensated with no less than its fair market value. If there is no legitimate interest or no compensation is provided, then that is usurpation. Laws that contradict Islamic law, whether socialist or capitalist, must not be followed.
