The question

What is the ruling on dealing with a usurious bank that offers customers the option of deferred payment or installments with interest, knowing that I receive my money immediately from the bank for a percentage not exceeding 3% of the profits, and that I live in a European country where there are no Islamic banks?

The answer

It is permissible for you to contract with a usurious bank to collect the price of a commodity from you in exchange for a fee, provided that you will not receive the price until it has been paid to the bank by the buyer. The methods of sale must be observed: Salam selling (online selling with immediate payment and delayed delivery) is permissible, as is selling upon receipt of the commodity or if the commodity is present and specified to you. However, selling debt for debt (deferred for deferred) or selling a described, unspecified commodity without receiving the price or the sold item at the contracting session are forbidden. It is forbidden to contract with the bank for it to pay you the price and then collect it from the buyer with an increase, due to the usury involved.
