What is the ruling on purchasing with a Visa card if it contains an interest-based condition, knowing that the user deposits money into the card beforehand and buys with it, and does not take money from the card itself?

We have not been able to ascertain the location of the usurious condition in the aforementioned card. If it is a covered card, the general rule is that dealing with it is permissible and there is no harm in it, because it does not involve usurious transactions. In general, the fatwa (definition) we hold is that it is not permissible to enter into a transaction that contains a usurious condition.
