What is the ruling on taking a loan from the Libyan state to buy a house for marriage, knowing that the loan is repaid with an increase, and my salary is not enough to cover the rent?

It is not permissible to borrow with interest from the state or any other entity, whether the interest is small or large; for this is precisely the usury forbidden by Islamic law. Allah Almighty says: (O you who have believed, fear Allah and give up what remains [due to you] of interest, if you should be believers. And if you do not, then be informed of a war [against you] from Allah and His Messenger).
