There is no harm in using a bank card within the limits of the balance held with the bank, whether for purchases or cash withdrawals, nor in the fees the bank charges for its services. Debit cards are permissible because they do not involve an interest-based loan from the bank and are used for withdrawing cash or paying for purchases. The fees the bank charges for them are permissible in exchange for the services provided. It must be noted that the bank should not be an interest-based (usurious) bank.
