Is it obligatory to fast for twenty rak'ahs if the vow "I shall pray ten rak'ahs for Allah if I do not pray in the mosque next time" is repeated twice?

Undertaking a vow is disliked (makrooh). What you have undertaken is a vow of contention (nathr al-lajaj). The preponderant opinion is that whoever breaks a vow of contention must offer a single expiation for an oath (kaffarat yameen). Congregational prayer is obligatory for a capable man who hears the call to prayer.
