Is it permissible to go to the mosque to combine two prayers for someone who intended to pray at home due to rain?

Praying in the mosque is better and earns a greater reward than praying at home. If one intends to pray at home, it is better for him to go to the mosque. Combining two prayers due to rain is permissible and there is no harm in it; it is the sunnah (definition) of the Salaf and takes precedence over praying in homes. Abandoning the combination while praying in homes is an innovation that contradicts the sunnah. Therefore, praying in mosques in congregation is paramount by the consensus of Muslims, and combining prayers in mosques is superior to praying separately in homes, by the consensus of the imams who permit combining prayers.
