What is the ruling on combining the Maghrib and Isha prayers at the time of Maghrib due to the short interval between the Isha and Fajr prayers, and can this be supported by the Prophet's combining of two prayers in Medina without an excuse?

The religious texts mandate performing the five daily prayers at their specified times, and it is not permissible to combine two prayers except for an excuse such as illness, travel, or rain. Allah Almighty said: (Indeed, prayer has been decreed upon the believers a timed ordinance). Combining two prayers without an excuse is among the major sins. Ibn Abbas's narration regarding the Prophet, peace and blessings be upon him, combining prayers was not without an excuse; rather, it was to remove hardship from the Ummah, and this indicates the presence of an excuse for combining prayers at that time. Therefore, some people's deduction from this hadith (definition) to justify combining prayers absolutely is a misapplication of the evidence. The duty is to perform each prayer at its specified time, and combining is permissible only when there is an excuse.
