What is the ruling on praying behind an imam whose proficiency in reciting Al-Fatihah is unknown?

It is permissible to follow an imam, even if you do not know whether he recites well or not, because the default assumption is the validity of a Muslim's prayer, unless you know or strongly believe that the imam is failing to observe a pillar or condition for the validity of the prayer.
