Friday prayer is obligatory for anyone residing within the city, provided its conditions are met, whether they are in a Muslim country (Dar al-Islam) or a non-Muslim country (Dar al-Kufr). The distance of the mosque or being in a place of study is not considered an excuse for failing to attend it.
