Is it permissible to perform Friday Prayer in a place designated for prayer in a basement garage surrounded by neighbors' residences from above?

There is no impediment to establishing Friday prayer and other prayers in this place, even if it is a basement and has neighbors above it, because the neighbors had prior ownership of the upper floor. However, if the mosque was established as an independent entity, its roof would be considered part of it, designated for the endowment (waqf), and it would not be permissible to reside above it.
